decel gin restoration

decel gin restoration — a small mod for NFS: Most Wanted (2005) that returns the disabled RPM drop sound (decel gin) to the game, which had been unused all this time. Now it not only works, but also has adjustable volume via vlted — the GinsuDecelVol parameter. Additionally, the author added the RPM drop style from NFS: Underground 2: it is controlled by the NeutralRevInertia parameter in the ini file. The higher the value, the slower the RPM drops (maximum 1.6 versus 0.3 by default in Most Wanted).
